AI agents are becoming increasingly helpful tools. An agent can decide what to do next, adapt when conditions change and continue working without constant instruction. But, as we discussed in our previous articles about AI orchestration, an agent that is given freedom without the structure that orchestration provides can behave unpredictably. Trustworthy agents are built by designing those boundaries first.
What makes an agent different
An agent is defined by an activity loop. It reads a task, forms a plan, takes an action, observes the result and adjusts. This cycle allows the system to respond to situations that do not follow a fixed path.
That same cycle is also where things may go wrong. Without limits, the agent can repeat actions that don’t further the objective. It can chase marginal improvements and continue its process long after the task should have ended.
The user’s goal is to shape the loop into something producing consistent, dependable results.

Start with a single responsibility
Every effective agent begins with a single, specifically defined job. That job should have a clear outcome that can be described in one sentence: prepare a draft response to a support ticket, summarize a document into key points, gather background information for a decision. Broad mandates create confusion for an agent. When an agent is asked to handle anything that comes its way, it has no basis for deciding what matters. A narrow scope gives the agent a reference point for every choice it makes.
If the user can’t describe success clearly, the agent will not find it on its own.
Decide what the agent is allowed to do
Once the job is defined, the next step is to delineate the tools that agent has at its disposal. This includes the information it can read and the actions it can take. Searching documents, calling a service, drafting text, or updating a record are all actions that should be explicitly allowed. Anything not listed specifically will be off limits.
This is also where the user will define what the agent must never do. Sending messages, changing data, or triggering external effects often require additional oversight. Making those limits explicit early prevents uncomfortable surprises later.
Give the agent only the tools it needs
Tools are how an agent will interact with the world so they should be chosen with care.
Each tool should have a clear purpose and a clear interface. Inputs and outputs should be structured so they are easy to validate. Tools that can change state, such as changing a customer record or sending or scheduling a message, should be restricted or placed behind approval.
An agent with too many tools becomes unfocused but an agent with too few can become stuck so the trick is to match the tools directly to the job.

Shape the decision loop
An agent needs a usable plan. Planning should outline the next reasonable action; it doesn’t have to map out the entire journey. After each action, the agent should check what happened and decide whether to continue, change direction or stop and await instructions or approval. This prioritizes the agent’s behavior in favor of results instead of intention.
Memory should be treated the same way. Keep what matters for the task at hand and discard what does not. Accumulating context without purpose will lead to confusion on the part of the agent.
Teach the agent when to stop
Many agent failures come down to one single missing design choice: the agent simply doesn’t know when it is done. Stopping conditions should really be defined before the agent’s autonomy is expanded. Completion conditions describe what success looks like. Limit conditions cap steps, time or spend. Escalation conditions trigger when the agent doesn’t have sufficient instructions or information or needs to obtain approval before moving on.
These rules protect the system from endless loops and users from unpredictable behavior or unusable results.

Validation before output
Before an agent’s work reaches anyone else, it should be checked.
Validation creates reliability. The validation step doesn’t need to be elaborate. It can confirm required fields are present, sources are cited or the right formats are followed. When validation fails, the response should be predictable: retry once, adjust inputs if possible then ask for clarification and escalate if needed.
A capable agent still needs structure
A well-designed agent can reason, adapt, and act. But what it can’t do is govern itself indefinitely.
Agents are at their best when they operate inside a system that provides boundaries, routing, rules and oversight. That system is the orchestration layer.
